This Refund Policy applies to services purchased directly from NOORION GLOBAL INC., including services offered under the SOCAL BIZ LINK and SOCAL EasyPay brands.
By purchasing a service, approving a proposal, paying an invoice, submitting an initial deposit, or enrolling in a recurring service plan, you acknowledge and agree to this Refund Policy.
This Policy should be read together with our Terms and Conditions, Privacy Policy, applicable proposal, invoice, order form, and written service agreement.

In this Policy, “NOORION,” “SOCAL BIZ LINK,” “SOCAL EasyPay,” “we,” “us,” and “our” refer to NOORION GLOBAL INC. and its applicable service brands.

2. Services Covered by This Policy
This Refund Policy applies to fees paid directly to NOORION for services that may include:

  • Website design and development

  • Sales landing-page development

  • Website setup and configuration

  • Website maintenance and management

  • Review Hub development

  • QR-code and consultation-page setup

  • Payment-page connection assistance

  • Payment-account activation support

  • Recurring-payment setup assistance

  • Multilingual content creation

  • Social-media content

  • Promotional images and posters

  • Short-form video production

  • Narration and subtitle preparation

  • Marketing consultation

  • Monthly management plans

  • Technical support

  • Other services described in a proposal, invoice, or service agreement

The specific refund terms stated in an individual proposal or written agreement will control if they differ from this general Policy.

3. Services Provided by Participating Businesses
This Refund Policy does not apply to products or services sold directly by an independent participating business through a SOCAL BIZ LINK page.
For example, it does not govern refunds involving:

  • Restaurant purchases

  • Medical, dental, wellness, or beauty services

  • Professional services

  • Real estate services

  • Retail merchandise

  • Equipment purchases

  • Installation services

  • Appointments

  • Deposits paid to participating businesses

  • Monthly payments owed to participating businesses
     

The participating business is responsible for establishing, disclosing, and administering its own:

  • Refund policy

  • Return policy

  • Cancellation policy

  • Warranty

  • Exchange policy

  • Appointment policy

  • Delivery and installation policy

  • Customer dispute procedures

SOCAL BIZ LINK may provide the website or payment connection but does not become the seller solely by providing those services.

PROJECT AND SETUP FEES
4. Initial Consultation Fees
Unless otherwise stated in writing, fees paid for completed consultations, business evaluations, strategic planning sessions, or account reviews are nonrefundable after the consultation has taken place.
A consultation that is canceled before it begins may be rescheduled or refunded according to the cancellation terms stated at the time of booking.

5. Setup Fees
Setup fees generally compensate NOORION for work that begins shortly after the order is accepted.
Setup work may include:

  • Project planning

  • Account configuration

  • Client onboarding

  • Domain or website review

  • Page structure development

  • Template preparation

  • Payment-workflow configuration

  • QR-code setup

  • Review-link configuration

  • Content organization

  • Technical testing

  • Initial design work

Before Work Begins
A client may request cancellation before NOORION begins setup or production work.
If approved, NOORION may refund the service fees paid for unstarted work, excluding any disclosed third-party costs already incurred and any other nonrecoverable expenses authorized by the client.
After Work Begins
Once setup, onboarding, configuration, design, development, or content work has begun, setup fees are nonrefundable.

6. Deposits and Initial Project Payments
Deposits reserve production time and authorize NOORION to begin work.
Unless otherwise stated in writing:

  • Deposits become nonrefundable once work begins.

  • Deposits may be applied toward the total project price.

  • Work may not begin until the required deposit is received.

  • Final files, account transfers, or website publication may be withheld until the remaining balance is paid.

If a client cancels before work begins, NOORION may approve a refund of the deposit, less any authorized third-party expenses or nonrecoverable costs already incurred.

7. Custom Website and Landing-Page Projects
Website and landing-page services involve customized planning, design, content organization, technical setup, and production time.
Refunds are generally not available after any of the following has occurred:

  • The project structure has been prepared

  • A draft page has been created

  • Design work has begun

  • Content has been written or edited

  • Client materials have been processed

  • A template has been customized

  • Technical integrations have begun

  • The website or page has been published

  • The client has approved a draft

  • The client has received access to the deliverable

A client’s change in business plans, lack of use, delayed launch, or decision not to proceed does not automatically create a right to a refund for work already performed.

8. Custom Content, Design, and Video Services
Custom content and creative services are nonrefundable once production begins.
These services may include:

  • Marketing copy

  • Website content

  • Multilingual content

  • Posters

  • Social-media images

  • Short-form videos

  • Narration scripts

  • Subtitles

  • Review cards

  • Promotional graphics

  • QR-code materials

  • Custom advertising content

Because creative work is subjective, dissatisfaction based solely on personal preference does not automatically qualify for a refund.
NOORION will provide revisions according to the revision allowance stated in the applicable proposal or service plan.
Additional revisions or a change in the original project direction may require an additional fee.

RECURRING AND MONTHLY SERVICES
9. Monthly Management Fees
Monthly management fees are charged for reserving service capacity and providing access to management, updates, support, content, or technical services during the applicable billing period.
Unless otherwise stated in writing:

  • Monthly fees are nonrefundable after the billing period begins.

  • Partial-month refunds are not provided.

  • Unused services do not automatically qualify for a refund.

  • Unused content, edits, videos, or monthly allowances do not automatically carry forward.

  • Failure to submit materials does not suspend the monthly fee.

  • Failure to use the service does not automatically create a right to a refund.

Clients may cancel future renewals according to the applicable cancellation procedure.

10. Cancellation of Recurring Services
Cancellation of a recurring service stops future renewal charges after the cancellation becomes effective.
Cancellation does not automatically refund:

  • The current billing period

  • Completed work

  • Setup fees

  • Third-party expenses

  • Approved advertising costs

  • Outstanding invoices

  • Work already scheduled or performed

  • Amounts due under a minimum-term agreement

Clients who enroll online will be provided with an online or electronic cancellation method consistent with applicable automatic-renewal requirements. California law requires clear renewal disclosures, affirmative consent, a retainable acknowledgment, and an online termination method for services accepted online.

11. Timing of Cancellation Requests
Unless a written agreement states otherwise, cancellation should be submitted before the next scheduled renewal date.
A cancellation request received after a renewal charge has been processed may apply to the following billing period.
NOORION will make reasonable efforts to process valid cancellation requests promptly.
A client should retain the cancellation confirmation for its records.

12. Minimum-Term Agreements
Some services may require a minimum commitment, such as three, six, or twelve months.
When a minimum term applies:

  • The term will be disclosed before enrollment.

  • Cancellation of future automatic renewal does not necessarily cancel amounts due during the committed term.

  • Early termination fees or remaining payment obligations will be governed by the signed service agreement.

  • Setup fees and completed work remain nonrefundable.

The client should review the applicable proposal or agreement before accepting a minimum-term plan.

THIRD-PARTY COSTS
13. Third-Party Platform Fees
NOORION may purchase or connect third-party services at the client’s request.
These may include:

  • Domain registration

  • Website hosting

  • Wix plans

  • Premium applications

  • Email services

  • Telephone or messaging services

  • Payment-processing services

  • Scheduling systems

  • Stock photography

  • Licensed music

  • Advertising platforms

  • Analytics tools

  • Software subscriptions

  • Other external services

Third-party fees are subject to the third party’s own refund policy.
NOORION cannot refund a charge that was paid to a third party and is not returned to NOORION.

14. Advertising Costs
Advertising budgets and platform charges are separate from NOORION’s management fees unless expressly stated otherwise.
Advertising costs already spent, committed, or charged by an advertising platform are nonrefundable by NOORION.
Stopping an advertising campaign does not guarantee that charges already incurred will be reversed
.
15. Payment-Processing Fees
Refunds processed through an independent payment provider remain subject to that provider’s processing procedures and timelines.
NOORION is not responsible for:

  • Bank processing delays

  • Card issuer delays

  • ACH processing delays

  • Payment-provider reviews

  • Foreign-exchange differences

  • Charges imposed by a client’s financial institution

  • Processing fees retained by an independent provider
     

CLIENT DELAYS AND NONCOOPERATION
16. Failure to Provide Materials
Clients are responsible for providing necessary information, access, approvals, photographs, prices, descriptions, credentials, and other materials.
A project may be delayed when the client does not provide required materials.
Such a delay does not automatically qualify the client for a refund.
Monthly service fees may continue when NOORION remains available to provide the contracted services but cannot proceed because the client has not provided required materials or approvals.

17. Abandoned Projects
A project may be considered abandoned when the client does not respond, provide materials, or approve work for an extended period.
Unless otherwise stated in writing:

  • Payments already made remain nonrefundable for work performed and production time reserved.

  • NOORION may pause the project.

  • A restart or reactivation fee may apply.

  • The project may be subject to a revised schedule.

  • Previously quoted pricing may no longer apply if the scope or costs have changed.
     

18. Client-Requested Changes
A request to substantially change the approved project scope does not create a right to a refund.
Examples include:

  • Changing the business name

  • Changing the product or service being promoted

  • Replacing the original design direction

  • Changing all page content

  • Adding new languages

  • Adding new website pages

  • Adding new payment functions

  • Changing the target customer group

  • Requesting a complete redesign

Such changes may require a revised proposal and additional fees.

WHEN A REFUND MAY BE CONSIDERED
19. Duplicate Payment
A verified duplicate payment made directly to NOORION may be refunded or credited.
The client should contact NOORION promptly and provide:

  • Business name

  • Payer’s name

  • Invoice number

  • Transaction date

  • Amount

  • Proof of duplicate payment
     

20. Payment Made in Error
A payment made in error may be considered for a refund when:

  • The payment can be verified

  • NOORION has not begun work related to that payment

  • No third-party cost has been incurred

  • No service has been delivered

Approved refunds may be reduced by authorized nonrecoverable costs already incurred.

21. Service Not Started by NOORION
A client may request a refund if:

  • NOORION has accepted payment;

  • NOORION has not started the agreed work;

  • NOORION has not incurred third-party expenses; and

  • The request is submitted before production begins.

Approval will depend on the specific order, project status, and written agreement.

22. Material Failure to Provide an Agreed Service
A refund or service credit may be considered when NOORION materially fails to provide a service expressly included in the client’s written agreement.
Before requesting a refund, the client must provide NOORION with:

  • Written notice of the issue

  • A description of the missing service

  • Supporting information

  • A reasonable opportunity to correct the issue
     

When correction is reasonably possible, NOORION may choose to:

  • Correct the work

  • Complete the missing service

  • Provide a replacement deliverable

  • Issue a service credit

  • Provide a partial refund

  • Provide another reasonable remedy

The remedy will be based on the portion of the service that was not delivered.

SITUATIONS THAT GENERALLY DO NOT QUALIFY FOR A REFUND
23. No Guarantee of Marketing or Sales Results
A refund will not be issued solely because the client did not receive a desired level of:

  • Website traffic

  • Search ranking

  • Social-media reach

  • Video views

  • Followers

  • Leads

  • Appointments

  • Customer reviews

  • Sales

  • Revenue

  • Payment approvals

  • Financing approvals

  • Recurring-payment success

Business results depend on many factors outside NOORION’s control, including market demand, competition, product quality, price, reviews, advertising budget, and client responsiveness.

24. Third-Party Account Denial or Suspension
A refund will not automatically be issued because an independent provider:

  • Denies a payment account

  • Requests additional information

  • Delays activation

  • Limits transactions

  • Holds funds

  • Suspends an account

  • Rejects advertising

  • Removes content

  • Changes its policies

  • Discontinues a feature

NOORION does not control the approval or enforcement decisions of independent third-party providers.

25. Change of Mind
A client’s change of mind does not automatically qualify for a refund after:

  • Work begins

  • Production time is reserved

  • A draft is delivered

  • A service period begins

  • A website or page is published

  • Content is created

  • Third-party expenses are incurred
     

26. Failure to Review or Approve
A client’s failure to review drafts, respond to requests, or approve work does not automatically entitle the client to a refund.
NOORION will make reasonable efforts to request the information or approval required to proceed.

27. Errors in Client-Provided Information
Refunds are not available for errors caused by inaccurate, incomplete, outdated, or misleading information supplied or approved by the client.
Examples include:

  • Incorrect pricing

  • Incorrect telephone numbers

  • Incorrect addresses

  • Incorrect promotion dates

  • Incorrect product specifications

  • Incorrect licensing claims

  • Unauthorized photographs

  • Misleading advertising claims

Corrections may be made under the applicable management plan or billed as additional work.

28. How to Request a Refund

  • Client or business name

  • Name of the person making the request

  • Telephone number

  • Email address

  • Invoice or transaction number

  • Date and amount of payment

  • Service purchased

  • Reason for the request

  • Supporting documents

A telephone conversation alone may not be sufficient to complete a refund request. Written confirmation may be required.

29. Review of Refund Requests
NOORION will review the following:

  • Applicable proposal or agreement

  • Date payment was received

  • Project status

  • Work already performed

  • Materials delivered

  • Third-party costs incurred

  • Current billing period

  • Client communications

  • Reason for the request

Submitting a request does not guarantee approval.
NOORION may request additional information before making a decision.

30. Approved Refunds
Approved refunds will generally be returned to the original payment method when reasonably possible.
Processing time may vary depending on:

  • Payment method

  • Bank

  • Card issuer

  • ACH network

  • Payment provider

  • Holidays and banking days

NOORION cannot control the time a financial institution takes to post an approved refund.

31. Partial Refunds and Service Credits
Depending on the circumstances, NOORION may provide:

  • A partial refund

  • A credit toward future services

  • Replacement work

  • Additional revisions

  • An extension of service

  • Another mutually agreed remedy

A service credit has no cash value unless expressly stated otherwise.

32. Chargebacks and Payment Disputes
Clients are encouraged to contact NOORION before filing a chargeback or payment dispute.
Filing a chargeback does not cancel:

  • A service agreement

  • Amounts legitimately owed

  • Completed work

  • Third-party expenses

  • Minimum-term obligations
     

NOORION may provide the payment processor with relevant documentation, including:

  • Service agreements

  • Proposals

  • Invoices

  • Communications

  • Approvals

  • Proof of delivery

  • Website records

  • Project files

Fraudulent or abusive chargebacks may result in suspension or termination of services.

CHANGES AND CONTACT
33. Changes to This Refund Policy
NOORION may update this Refund Policy to reflect changes in:

  • Services

  • Billing practices

  • Third-party providers

  • Business operations

  • Legal requirements

The revised Policy will be posted with a new “Last Updated” date.
The policy in effect when a service was purchased will generally apply to that transaction unless a written agreement states otherwise or a change is required by law.
